- Maybe you only get a 28k8 connection when you have one _and_ they're
- available? I believe this is common with ISPs. If you dial in 28k8 and
- no 28k8 modem is available you get connected to a 14k4 one. If you
- keep on redialing, you're just waiting for some of the other 28k8
- users to disconnect.
